Core Multitenancy

Manager and Core now support tenancy modes, virtual instances, and move-in flows so multiple tenants can run on a single Core deployment. This will first be used for all CTT group partners, then Ecolab and later as a regular measure.

Shared item notes: a single item-level note is now available across Core, Validation Rails, Handling Rails, and Hubs, with separate view and edit permissions. The Notes tab is reorganized (shared note, per-app note, internal notes); internal notes move out of the Item Info tab.
